The Building Codes Division adopts Oregon Administrative Rules (OARs) in order to implement requirements as directed by the legislature, to interpret the division’s governing statutes, or to define division procedures.

Proposed Rules and Hearings

Notices of all proposed rulemaking hearings are filed with the Secretary of State and are published in the Oregon Bulletin. For each rule project listed below, you will find the hearing date, as well as the notice of rulemaking hearing, the text of the proposed rules, and the deadline for public comment. Proposed rules and rulemaking hearing notices will remain posted until the rules are adopted.

These rules are final and have been filed with the Secretary of State. Newly adopted permanent rules will remain posted for 90 days. Newly adopted temporary rules will remain posted until permanently adopted, or for 180 days from the effective date of the rule.

BCD’s administrative rule compilation with related documents is listed below. The Secretary of State, Archives Division maintains the official record of rulemaking for all state agencies. Their compilation, without the related documents listed below, can be found on their website. The Secretary of State’s listing of administrative rules is updated the first of each month and contains all rule filings through the 15th of the month prior to publication. BCD’s online compilation is updated regularly as rules are adopted.
